the ministry of national defense is confirmed to have distributed a guidebook on possible north korean bioterrorism to all military units. the guidebook contains countermeasures to bioterrorism, and the necessary medical support.
the book, the first of its kind, seems to be aimed to prepare against possible bioterrorism attacks on the occasion of the nuclear security summit, which is scheduled to be held on march 26 and 27 in seoul.
the 130-page book contains the organizational chart of the armed forces and their system to counter the attack, issue terror alerts and medical support processes, analysis of terror signs with biological weapons, evacuation of infected patients and their treatment in isolation.
in particular, the book provides details on features and infectious symptoms of major viruses and bacteria, such as the plague and smallpox, as well as anthrax which the north korean military possesses en masse.
the ministry shows measures to be taken depending on four colored levels of alert against the threat of biological weapons _ guarded (blue), elevated (yellow), high (orange) and severe (red).
with 13 kinds of biological weapons such as anthrax, typhoid and dysentery, north korea is expected to conduct terror attacks employing a special military unit or aircraft. but south korea has no vaccines against viruses and bacteria, except those for smallpox and cholera.
at an international symposium on the threat of chemical and biological weapons from north korea in 1999, the u.s. health authorities claimed that half of the seoul population would be killed or injured within 10 days if 10 kilograms of anthrax were sprayed in seoul.
“it is urgently needed to take measures, such as developing additional kinds of vaccines as north korea might cause unprecedented chaos and damage to the south with asymmetric biological weapons,” said lawmaker song young-sun of the ruling saenuri party. “we have to make watertight preparations against any threats, including bioterrorism on the volatile environment on the korean peninsula under the north korean leadership of young kim jong-un.”

국방부가 북한의 생물무기 테러시 전군 차원의 대응체계와 의료지원 절차 등을 담은 세부 지침서를 작성, 일선부대에 배포한 것으로 확인됐다.
군이 생물무기 테러 대응 지침서를 처음으로 작성, 배포한 것은 유사시 북한군의 생물무기 테러나 공격 가능성을 비롯한 핵 안보정상회의 안전 개최 등에 대비하자는 취지로 해석된다.
130여 쪽으로 구성된 이 지침서에는 생물무기 테러시 각 군의 조직도와 대응체계, 테러경보 발령 및 의료지원 절차를 비롯한 생물무기 테러징후 분석과 감염환자의 후송과 격리치료 등이 포함돼 있다.
특히 북한군이 다량 보유한 것으로 알려진 탄저균과 페스트, 두창(천연두) 등 주요 생물균의 특성과 감염 증세도 자세히 설명하고 있다.
국방부는 생물무기 위협단계를 '관심(blue)-주의(yellow)-경계(orange)-심각(red)'으로 구분, 단계별로 대응조치를 명문화했다.
북한은 탄저균과 장티푸스, 이질 등 13종의 생물무기를 다량 보유하고 있어 유사시 특수부대와 항공기 등을 이용해 테러를 감행할 것으로 예상하고 있다. 하지만 우리 군은 천연두와 콜레라를 제외한 나머지 생물무기의 백신은 확보하지 못한 상태이다.
미국 보건당국은 1999년 북한 화생무기 위협실태 관련 국제심포지엄에서 서울지역에 10㎏의 탄저균이 살포되면 열흘 이내에 서울인구의 50%가량이 사상할 것이라고 주장한 바 있다.
송영선 의원은 "북한의 생물무기는 엄청난 혼란과 피해를 가져올 수 있는 비대칭 무기인 만큼 추가적인 백신 개발 등 대책 마련이 시급하다"면서 "김정은 체제하에서 한반도가 어떻게 급변할지 모르는 상황에서 생물테러 등 모든 위협해야 할 것"이라고 강조했다.
